Visit Japan Web: The Pre-Arrival Step Every Client Should Complete Before Landing

Most of what determines a client's first hour in Japan happens before they board. Visit Japan Web is the Japanese government's official online service for completing arrival procedures in advance — and while it is one of the least glamorous things an agent can brief, it is among the highest-return. Ten minutes on a laptop at home turns a long-haul arrival from a paper-form queue into a walk-through. Here is what it is and how the trade should handle it.

What Visit Japan Web actually is

Visit Japan Web is run by Japan's Digital Agency, and it lets travellers complete arrival procedures online rather than on paper. Officially, it covers:

  • Immigration — the landing/entry information normally written on the arrival card.
  • Customs declaration — the declaration otherwise completed on a paper form in the baggage hall.
  • Tax-free shopping service — registration tied to duty-free purchasing.

Japan's tourism authority describes it as the way to register customs, immigration and quarantine information in advance. It serves both foreign visitors and Japanese nationals returning home, and it is free.

Why it matters more than it sounds

The benefit is simple: the procedures move off paper and into a code the client presents on arrival, which routes them through the electronic lanes rather than the manual-form queue. On a full A380 arriving into Haneda or Narita alongside three other wide-bodies, that difference is measured in real minutes at the end of a twelve-hour flight — precisely when clients are least tolerant of queueing.

Ten minutes before departure saves the queue at the other end.

The tax-free connection agents are missing

Here is the part that is about to matter more. From 1 November 2026, Japan's tax-free system moves to pay the full price in-store, claim the refund at the airport before departure — the change covered in our shopping and tax-free guide. Because Visit Japan Web includes the tax-free shopping service, having clients registered properly is no longer just an arrival convenience: it is groundwork for a smoother departure, in the first months of a new refund process when airport counters will be at their busiest.

Agents briefing shopping-heavy clients — and for several source markets, shopping is the trip — should be treating this as part of the same conversation.

Is it compulsory?

No. Paper arrival and customs forms remain available, and a client who lands without registering will still be admitted; they simply complete the forms by hand and join the manual queue. Treat it as strongly recommended rather than required — which is exactly why it is a DMC's job to make sure it happens, rather than assuming the client will do it unprompted.

A practical note: registration should be completed before departure, not in the taxi to the airport. Details are entered against the passport and flight, so it wants to be done calmly at home with documents to hand.

How a Japan DMC handles it

We fold Visit Japan Web into pre-departure documentation rather than leaving it to chance: a plain-language instruction in the final travel pack, sent early enough to be actioned; a reminder that each traveller needs their own registration, including children; a note to save or screenshot the result offline, because airport wi-fi at 6am is not a plan; and a check that shopping-focused clients have the tax-free element set up. It sits alongside the rest of the arrival layer — meet-and-greet transfers, luggage forwarding and sensible first-day pacing — covered in our airports and transfers guide.

Because the exact screens and options are updated from time to time, we confirm the current process before each departure rather than reusing a year-old instruction sheet. Entry policy more broadly, including JESTA in FY2028, sits in our visa policy and JESTA explainer.

FAQ

What is Visit Japan Web? It's the Japanese government's official online service, run by the Digital Agency, for completing arrival procedures in advance — immigration/landing information, the customs declaration, and tax-free shopping registration. It's free and open to foreign visitors and returning Japanese nationals.

Is Visit Japan Web mandatory? No. Paper arrival and customs forms are still available on arrival, so a client who hasn't registered will still be admitted. But registering routes them through the electronic lanes instead of the manual-form queue, so we treat it as strongly recommended.

When should clients register? Before departure, at home, with passport and flight details to hand — not on the way to the airport. Each traveller needs their own registration, children included, and the result should be saved offline rather than relying on airport wi-fi.

Does Visit Japan Web matter for tax-free shopping? Yes, and increasingly so. It includes the tax-free shopping service, and from 1 November 2026 Japan's refunds move to the airport before departure — so correct registration supports a smoother departure as well as arrival.
