Japan Tourist Tax and Rules 2026: A Reference

Japan changed more visitor-facing rules and taxes in 2026 than in any recent year — and while none of them dampen demand, several change the numbers on a quote or the client experience on the ground. This is the single reference the trade can keep to hand: what changed, when it took effect, whether it touches a DMC land quote, and what to tell clients. For the news-of-the-month framing, see the July 2026 travel briefing; for entry rules specifically, the visa policy and JESTA guide.

Departure tax tripled to ¥3,000 (from 1 July 2026)

Japan's International Tourist Tax — the "sayonara tax" — rose from ¥1,000 to ¥3,000 per person for tickets issued from 1 July 2026.

  • Collected inside the air or ferry fare, not at the airport — so it does not affect DMC land quotes.
  • Tickets issued on or before 30 June 2026 keep the old ¥1,000 rate under a transitional rule.
  • Under-twos and eligible same-day transit passengers are exempt.

Mount Fuji climbing: ¥4,000 permit and daily caps (2026 season)

For the July–September 2026 season, climbing Mount Fuji is now a permit-and-reservation exercise:

  • A ¥4,000 per-climber fee with advance online reservation.
  • A daily cap of 4,000 hikers on the Yoshida trail.
  • Trail gates closed 2pm–3am for anyone not staying in a mountain hut, ending overnight "bullet climbs".
  • Gear checks at the trailhead. Full detail in the Mount Fuji tours guide.

Kyoto accommodation tax: new five-tier structure (from 1 March 2026)

Kyoto replaced its flat lodging tax with a five-tier structure that scales with the nightly room rate, so at the luxury end the per-night tax is now a visible line on the invoice. It is collected by the hotel and is separate from the national departure tax. Other cities levy their own smaller lodging taxes; we itemise these in quotes so there are no surprises. See the Kyoto private tours guide for how we build the city.

Tax-free shopping reform: "pay first, refund at departure" (from 1 November 2026)

The biggest change for shopping-led clients. From 1 November 2026, Japan moves to a refund-based tax-free system:

  • Visitors pay the full price including 10% consumption tax in-store, then claim the refund at the airport before departure.
  • The old sealed-packaging requirement for consumables and the ¥500,000 daily cap are removed, and the consumable/non-consumable distinction is phased out.
  • Departure and the airport refund step must occur within 90 days of purchase.

Client tip: budget for the upfront tax outlay and leave extra airport time for the refund desk on the way home.

JESTA: a heads-up, not a 2026 rule

Japan's electronic travel authorization, JESTA, is now law but takes effect in fiscal 2028 — it does not apply to 2026 or 2027 travel. It is covered fully in the visa policy and JESTA guide. Mentioning it only matters for clients booking Japan for 2028 and beyond.

What has not changed

  • Visa-free entry for 71 nationalities, up to 90 days, continues unchanged.
  • Tipping still does not exist in Japan — build guide gratuities into the net quote.
  • Japan remains among the safest destinations on earth — a point worth making in every family and solo proposal.

Trade action checklist

  • Re-check ticketing dates on July–August departures against the ¥3,000 departure tax.
  • Itemise lodging taxes (Kyoto especially) in client cost summaries.
  • Brief shopping-focused clients on the November tax-free change and the airport refund step.
  • Add JESTA as a line only for 2028+ enquiries.
  • For Fuji climbers, treat permits and huts as a booked package, not a walk-up.

How a DMC keeps clients ahead of the rules

Rules that surprise a client on the ground are a service failure; rules a DMC has already handled are invisible. As your Japan DMC, we price taxes transparently, secure Fuji permits and event allocation, and keep pre-departure documentation current — so your client experiences a smooth trip and your agency looks informed. Handling nuances by nationality is tailored by source market.

FAQ

How much is Japan's departure tax in 2026? ¥3,000 per person for tickets issued from 1 July 2026 (up from ¥1,000), collected inside the air or ferry fare. Tickets issued on or before 30 June 2026 keep the ¥1,000 rate; under-twos and same-day transit passengers are exempt.

What is changing with tax-free shopping in Japan? From 1 November 2026, visitors pay the full tax-inclusive price in-store and claim a refund at the airport before departure, within 90 days of purchase. The sealed-packaging rule and the ¥500,000 daily cap are removed.

Do I need a permit to climb Mount Fuji in 2026? Yes — a ¥4,000 advance reservation is required on the main trails, the Yoshida trail is capped at 4,000 climbers per day, gates close 2pm–3am for those without a hut booking, and gear is checked at the trailhead.

Does the Kyoto accommodation tax affect my hotel bill? Yes — since 1 March 2026 Kyoto's lodging tax scales across five tiers with the room rate, so higher-end stays carry a larger per-night tax, collected by the hotel and separate from the national departure tax.
