Hirosaki Park holds what many Japanese travellers consider the finest cherry blossom in the country: a castle park densely planted with cherry, moats that fill with fallen petals, and a northern bloom that arrives when Tokyo and Kyoto are already finished. The festival period runs from late April into early May and the organisers set it each year, but the thing clients are paying for is peak bloom, and peak bloom is weather. This is the file where the gap between a published festival period and the experience a client expects does the most damage, and where an operator earns their fee by managing it honestly.

• The festival dates are published but the bloom is not — an early or late spring can shift peak by more than a week, and a fixed-date file is a straightforward gamble with a client's trip.
• Hirosaki and the surrounding area have limited quality accommodation, so flexible dates are easy to promise and hard to deliver unless the rooms are held generously from the start.
• The festival runs whatever the trees are doing, so a client sold 'the festival' and a client sold 'peak bloom' have bought two different things — and only one of them can be guaranteed.

Basing decides the file.

Hirosaki itself keeps the evenings simple and its stock is small; Aomori city and the Owani and Tsuruta onsen area are the workable alternatives with a private transfer in. Where a file needs date flexibility, holding a larger block in Aomori city is usually more achievable than holding it in Hirosaki.

When to start.

Twelve months, and with a wider window than the trip itself. Because the bloom moves, the discipline is to contract a flexible block early and narrow it as the forecasts firm through March and April — the opposite of the usual approach, and the only one that survives a late spring.
